Unable to View Damage Assessment Documents in OMA

When documents are attached to a switch plan, they can be viewed directly in the Oracle Mobile Application. However, if the documents are attached to a Damage Assessment, the documents cannot be viewed directly. They must first be downloaded.
All document types should be able to be opened
The issue can be reproduced at will with the following steps:
Run OMA in a browser.
Create a Damage Assessment
Attach several different types to documents to it ( png, pdf, xls ).
Try to open each one.
The png (which has a thumbnail) opens without any problems.
The pdf and xls (which both have the "broken doc" icon) do not open, instead
OMA simply shows the back arrow on a blank page.
