Goal

 Why is the error " The nightly batch is running. Please log off from the application " is encountered eventhough none of the batches are running?

Steps To Recreate:
1. Login in to Retail Merchandising System(RMS) application.
2. Constantly getting error: "The nightly batch is running. Please log off from the application".

Checked RESTART_BOOKMARK,RESTART_PROGRAM_STATUS tables and found that none of the batches are running.
