Goal

Step Boundary Prorates when Set to Do Not Prorate

When a Stepped Service Quantity Calculation Rule has a Step Boundary Option set to Do not Prorate, the step boundaries are still prorated when the usage period is less than frequency on the rate. Since the option is set to Do not Prorate, the boundaries should not prorate, but the consumption should continue to prorate. This issue appears to be the same or similar to Patch 23272089. However, that patch is not valid for FW V4.3.0.5 and CCB 2.6.0.1.0.
