Oracle error 4109 in AG Services (Doc ID 2426497.1)

Symptoms

AG Services are logging below error and are not able to perform processing :

General Email > Database is currently inaccessible to Argus.
General Email > Log-in to Business Server failed. Database: ARGVAL. User: ag_GeneralEmail.
General Email > "C:\Program Files\Oracle\Argus\Argus Safety\AGProc_GE.exe General Email General Email" stopped.

In CMN_ERROR_LOG and AGProc.log from temp folder, below error is getting logged:

OIP-04109: Error creating temporary file
