Scheduler (Smauto Process) CPU Spikes On the Hour Due To Log File Setup And Maintenance (Doc ID 2427227.1)

The customer has observed that Appointment Booking (Job Booking) and Get Available Slots requests tend to take significantly longer on the hour period (like at 11:00, 12:00, 13:00, 14:00, 15:00 etc). The behavior is independent of the load and the issue gets replicated during off peak period as well.  During this period (which last for approx. 30 seconds) there is a abnormal change in the Smauto process CPU User time and CPU System time. While the user time decreases for Smauto process, system time increases significantly. We have analyzed all the processes running on the application server and other than Smauto process (Oracle MWM Schedulers process), no other process showed any abnormal trend.

What special processing does Smauto do on the hour which causes this sudden change of CPU utilization pattern?
