ShipInfo messages Are Stuck and Not Being Consumed (Doc ID 2427384.1)

ShipInfo messages are stuck in Advanced Queue (AQ), ETShipInfo, for a too long time. The same behavior persists even after restarting the managed-servers.
For few seconds some messages, 1 or 2, are consumed and persisted in the Oracle Retail Merchandising System (RMS) Database (DB). After that, the AQ ETShipInfo gets stuck again.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Start RFM/RIB managed servers
2. Make sure that Shipinfo adapter is up and running.
3. Verify if registers are processed using the query:
select count(*)
where a.source = 'NFREQ'
  and a.status = 'P';
4. Notice that messages will be stuck.
