Why Does the Batch StagePromosForExtDashboard Exist with 1 Instead of 0? (Doc ID 2428461.1)

The batch exits with 1 with the error message "No Threads to process... Exiting."

Is this an error or not? Should not the process exit with 0, instead of exiting with 1?
