The StagePromosForExtDashboard.sh Script Exits with Code 1: "No Threads To Process... Exiting." (Doc ID 2428464.1)

Goal

Actual Behavior
-----------------------

When you run the batch stagePromosForExtDashboard.sh from the batch scheduler without any promotion data, it exits with 1, which causes the batch scheduler to stop/abort - requires manual intervention.

Error : "No Threads to process... Exiting."

Expected Behavior
-----------------------
As having no promotion data is a Possible scenario, the script should exit with exit code 0.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule the script stagePromosForExtDashboard.sh.
2. Make it run when there is no promotion data
3. Notice that the script exits with exit code 1 instead of 0.
