Bill Segment Cannot Be Rebilled With Manually Added SQs (Doc ID 2428795.1)

Goal

The implementation has a rate that uses SQs from the meter in MDM in addition to SQs that are manually added by a user at the time of billing. After the metered SQs are returned and the bill segment is freezable, the unmetered SQs were added to the Bill Segment. The Bill Segment is transitioned to 'Incomplete' status and the SQ Override checkbox is checked after the SQs are saved. The bill segment is generated again to re-calculate the charges. At this point, the manually added SQs are removed and the Bill Segment looks as it did before the unmetered SQs were added. The 'How To Override Service Quantities On A Specific Bill Segment' page of the Oracle help documentation implies that this is the correct process for changing the SQs on a bill segment. The unmetered SQs cannot be added as Contract Quantities or Chars, as they change every month and SA maintenance would be difficult. Some of the unmetered SQs may not exist for a given bill, per the customer's usage. Please advise if there is a different process to override the SQs or if this is a bug (similar to the one in Doc ID 1081041.1)
