Upgrade from PS14 to PS21 Does Not Update Perl Header

Symptoms
On : 7.5.0.21.0 version, Upgrade
After upgrading from BRM 7.5PS14 to BRM 7.5PS21, script headers are still pointing to Perl 5.18.2
While installing 7.5PS21 on top of 7.5PS20, all was working fine.
STEPS
-----------------------
1) Install BRM 7.5
2) Install MPS1
3) Install PS14
4) Install PS21
5) Check perl header of any of the script,it is still pointing to old version(5.18.2)
Example: Check header of $PIN_HOME/setup/scripts/pricing_admin.pl
Changes
Added check in third party installer to replace 5.18.2
