Unique_acct_no_t Account_no is NULL Post PS21 Upgrade (Doc ID 2429075.1)

Symptoms

The Patch set has been upgraded from BRM 7.5 PS11 to PS21.
Post the upgrade and code merge, when the account is created, the account number is not getting updated in the unique_acct_no_t.ACCOUNT_NO column.

The account poid is found in the unique_acct_no_t table, but the column ACCOUNT_NO alone is set to NULL.

Previous to the upgrade, it was populating the account number in the table. Issue is seen post PS21 upgrade only.
