C1-TXNCU Feed Back Out Process Performance Issue (Doc ID 2429229.1)

On : 2.5.0.3.0 version, DB - Database

ACTUAL BEHAVIOR
---------------

C1-TXNCU, as part of the Feed Back Out Batch Set of Jobs, ran for 43 minutes. The actual job ran for 15 minutes. The rest of the time was spent initializing threads. During the run we identified the below query was stuck and all threads were stuck in PENDING status for a long time.

We observed the query only moved after we did a gather stats on CI_TXN_DTL_PRITM_STG table. 

Any long term fix suggested for this issue ?
