Enhancement: User Access Restriction Based on Authorization Form

Goal
End users managing authorizations usually have skills and knowledge for a few specific authorization forms, but not all. Each authorization form usually requires a different skill set. Currently it is not possible to restrict access to authorizations based on the authorization form. It would be very desirable to have that capability in OHI Authorizations.
Having this access restriction would also make it possible to, indirectly, restrict access based on the authorization type. Usually managing an authorization of type "authorization" would require a different skill set than managing those with type "notification" (or "referral"). It is not expected to use the same authorization forms on an authorization type as well as notification type.
