Collection Snapshots errors ORA-04021: timeout occurred while waiting to lock object

In an upgraded test instance (12.1.3 to 12.2.6.3) an error is occurring in Refresh Collection Snapshots (DC Processes with Errors). This instance has been running Collections and ASCP with no errors, until a few days ago.

Then when running Data Collections (Planning Data Pull) it completed with a Error - Error Setting Up Source Objects. Thus decided to run Planning Data Collection - Purge Staging Tables, followed by Refresh Collection Snapshots. Upon running Refresh Collection Snapshots in Complete mode there were several errors (attached) related to materialized views being locked or missing.

The error happens in different requests that create the snapshots each time Collections is run. First a BOM table, then an INV, then and OM, and now a WIP request.
