Unable To Login To Argus EOSU In Multi-tenant Environment (Doc ID 2431173.1)

Unable to access to Argus 8.1.2 End of Study Unblinding utility in a multi-tenant test environment.  
The following error occurs after enterprise selection:

Could not load file or assembly 'nsoftware.IP Works.System,
Version=, Culture=neutral, PublicKeyToken=cdc168f89cff9cf'
or one of its dependencies. The system cannot find the file specified.

The user cannot then log into Argus Safety due to 'The user is already logged into the system from Client Server application. Logout from the system to access via web.'

Error does not occur in a single tenant test environment.
This was a fresh multi-tenant Argus 8.1 installation without EOSU and Dossier and affiliate, upgraded to 811 and then to 812 and enabled EOSU,
dossier and LAM.
