Hitting the error: "ORA-12154: TNS Could not resolve..." while applying the TMS objects section of the TMS 5.2.1 Install Guide (Doc ID 2431302.1)

Symptoms

While applying the TMS objects section of the TMS 5.2.1 Install Guide, for some reason the OUI is unable to connect to the Database through sqlplus, and doesn't complete.

The error below is thrown after entering the required values/steps in the OUI, and after the Summary Page:

"ORA-12154: TNS Could not resolve the connect identifier specified".
--

 

Then after the "End of Installation" window, it shows the errors:

TMS Upgrade log file (c:\opapps52\tms\521\install\tmsinst_octest.log) cannot be found.

TMS Reports Load log file
(c:\opapps52\tms\521\install\reports\tmsreports_octest.log) cannot be found.
