Fault Location Analysis (FLA) not giving proper error message in the FLA report when failed

When testing FLA with a SCADA feed, if the scada devices have an invalid quality code (#, I) set, FLA fails to find a solution but doesn't show proper error messages about the reason of failure in FLA Report or PFService log.

FLA should give clear reasons it fails.

The issue can be reproduced at will with the following steps:
1. Login to Web Workspace
2. Select a Scada Recloser with Scada points populated
3. Make sure to set an Invalid Quality bit on the downstream NO Scada recloser
4. Trigger FLA event on the Scada recloser by entering Fault Currents and Fault Targets from Scada Summary
5. Observe FLA event triggered and failed with no error message in FLA report or PFService log showing the reason of failure
