Unable to Filter by Promotion Event ID on the Maintain Promotion Events Form (Doc ID 2431584.1)

On the Maintain Promotion Events form, key in a valid Promotion Event ID on the filter and observe that the filter is not applied.

Steps to Reproduce
The issue can be reproduced at will with the following steps:

1. Click on Promotion Event -> Create/Maintain Promotion Event.
2. Enter a valid promotion event id in the Promotion event pane filter. Observe the filter is not applied.
