'validateForeignKeys' Property Setting is not Applied to 'XXXXX-ver' Repositories (Doc ID 2432191.1)

Symptoms

Experiencing poor performance in starting up CA server.  It takes about 40 minutes to start.   

Thread dumps includes the following hanging thread.

 
Because of this issue a customer tried to set validateForeignKeys property to 'false' on CA server and found out that this setting only applied to /atg/epub/process/ProcessDataRepository and not to /atg/epub/process/ProcessData-ver.
The same behavior happened with other repositories such as /atg/epub/file/PublishingFileRepository and /atg/epub/file/PublishingFiles-ver.

Reproducible Steps:
1. Create /atg/epub/process/ProcessDataRepository.properties to include validateForeignKeys=false
2. Place the file CA server's localconfig
3. Restart CA server
4. Check 'validateForeignKeys' property in Dyn Admin pages
/atg/epub/process/ProcessDataRepository/
/atg/epub/process/ProcessData-ver/
