Japanese Filter Was Empty After upgrade. (Doc ID 2432707.1)

Symptoms

ACTUAL BEHAVIOR:

After upgrade from 8.3.7.0 to 17.12.1.0, all Values of the Japanese Filters were gone.

EXPECTED BEHAVIOR:

No Filter setting Values should be lost.

STEPS:

The issue can be reproduced at will with the following steps:
1. Create an Activity Filter with Japanese Name and Value setting in 8.3.7.0.
2. Upgrade P6 to 17.12.1.0.
3. The Filter's Value settings are gone.

BUSINESS IMPACT:

The issue has the following business impact:
Due to this issue, users cannot keep the Filter Value setting for a Filter with non-English Name and Value.
