User With View Only Access To Shipments Is Not Able To Enter To See Details Of Shipment

When a User has View only Access to Shipments is not able to enter to see details of Shipment
Shipment number is greyed out and user is unable to enter in view mode. Action menu also does not have view.
Steps to reproduce:
The issue can be reproduced at will with the following steps:
With a user that has permissions to create transactions:
1. Assure that User has only VIEW_SHIPMENTS_AND_RECEIPTS PRIV.
2. Go to shipments and browse for a shipment
3. Notice that shipment number is greyed out and user is unable to enter in view mode. Action menu also does not have view.
