After Turn on Debug Logging no Entries Appear in 'User Log' (Doc ID 2432936.1)

Symptoms


 A user will elect to turn on debug logging, and when clicking 'show user log', no entries appear.

Log data is being written to server logs, but it is not possible to view the data from the UI.

The spl_web/service log file shows

This makes it impossible to debug and diagnose issues with configuration / scripting without access to the server to view logs.
