Error: "Failed Deploying Updated Components" Applying a Patch Set to P6 Eppm (Doc ID 2433010.1)

Symptoms

When attempting to apply a patch set,
the following error occurs.

ERROR

Failed deploying updated components:
Undeploy Failed. Please check the logs.
Failed rolling back deployments to earlier
version: Undeploy Failed. Please check the
logs(Rollback).

Install Log Error:

Error occurred while performing undeploy : Failed to undeploy the application with status failed
PRM-Existing p6#17.12.1.2 deployment not deleted; it likely does not exist
Exception while Undeploying : p6#17.12.1.2
java.lang.Exception: PU1605

STEPS

The issue can be reproduced at will with the following steps:
1. Follow the steps in the readme to install patch set using RunInstaller.
2. Note the patch set fails with the error above.
