DISQ Service Does Not Work In WebSphere (Doc ID 2433490.1)

 DISQ Service does not work in WebSphere. When trying to access the DISQ wsdl at the following link http://localhost:9080/PASJava/DisqService?wsdl throws an error in the browser and on the server saying that it cannot find the wsdl. If we look at the service providers in the WebSphere console DISQ is not listed there. Upon inspection of the war we can find the wsdl file but cannot access once the WAR is deployed in WebSphere. We have also tried the following link which did not work either http://localhost:9080/PASJava/DisqService/WEB-INF/wsdl/disq.wsdl.

 Ability to use the DISQ Service

The issue can be reproduced at will with the following steps:
1) On an instance that is deployed in WebSphere
2) Try to access the DisqService wsdl from the browser notice error will be thrown
The issue has the following business impact:
Due to this issue, We cannot use the DisqService to extract data from OIPA
