Behavior Change in Rating with Input in Rate Plan Selector Resulting in Rating Status 21 (Doc ID 2433551.1)

In Billing Revenue Management (BRM) 7.5 Patch Set (PS) 21, when rate a cycle fee event where the inputs to the rate plan selector result in a rating status of 21 (NO_MATCHING_SELECTOR_DATA), it results in below error causing transaction to fail:

Whereas in PS18, when the rating status was set to 21, the transaction succeeded without any event balance impacts.

This issue is observed with a combination of PS21 and customization code.  This error was not thrown in out-of-box PS21, nor PS18 with customization code.

Is there a change in behavior in PS21?  Is there a workaround to avoid the error?
