If a switch is partially opened, and the deenergized phases are grounded, closing the grounded phases on any upstream device results in this warning:

DANGER! This operation will energize a grounded section

The issue can be reproduced at will on an OPAL model with the following steps:

  1. Open BC phases on switch S3120. (Choose Manual when the SCADA options are presented)
  2. Add a ground on the de-energized side of this switch.
  3. Open the upstream switch S4510.
  4. Close the upstream switch S4510.
  5. The message "DANGER! This operation will energize a grounded section" gets displayed even though no grounded phases will be energized.
