RMS Application Upgrade From 14.1.2 to 14.1.3 Failed During Deployment of RMS Help (Doc ID 2433966.1)

When trying to upgrade RMS application from 14.1.2 to 14.1.3 patch set level, the installer failed with below error:


  [exec] ..Failed to deploy the application with status failed
  [exec] Current Status of your Deployment:
  [exec] Deployment command type: deploy
  [exec] Deployment State : failed
  [exec] Deployment Message : [Deployer:149189]An attempt was made to execute the 'deploy' operation on an application named 'rms-help' that is not currently available. The application may have been created after non-dynamic configuration changes were activated. If so, the operation can not be performed until server is restarted so that the application will be available.
  [exec] No stack trace available.
  [exec] This Exception occurred at Sat Aug 04 18:08:59 BST 2018.
  [exec] Error occured while performing deploy : Deployment Failed.

Trying to create a new help server and deploying the rms-help.ear file manually in Admin Console also failed with below errors while activating the changes:

1. An error occurred during activation of changes, please see the log for details.
2. [Management:141191]The prepare phase of the configuration update failed with an exception:
3. [Management:141245]Schema Validation Error in config/config.xml see log for details. Schema validation can be disabled by starting the server with the command line option: -Dweblogic.configuration.schemaValidationEnabled=false
