After 14.1.2 to 14.1.3 Upgrade, RPM Launch from One of the Two Nodes in the Cluster Fails with SSL Issue (Doc ID 2433978.1)

Goal

What could be wrong as seen with below observation?

When Node2 is up and Node1 down, RPM application gets launched successfully.
However if Node1 is up and Node2 down, then RPM application fails to launch with Fatal exception and the error details show:

Caused by: javax.naming.CommunicationException [Root exception is java.net.ConnectException: t3s://<HOST2>,<HOST1>:<PORT>: Destination unreachable; nested exception is:
javax.net.ssl.SSLKeyException: Hostname verification failed: HostnameVerifier=weblogic.security.utils.SSLWLSHostnameVerifier, hostname=<HOST1>.; No available router to destination]
