How to Resolve Stuck EJournals in Server's JournalBatchQueue Folder? (Doc ID 2434787.1)

Goal

How to resolve stuck EJournal queued ser files in folder JournalBatchQueue on the server ?. The Central Office weblogic domain and server log shows this error :
