Symptoms
After supp cancelling an order with a pre-order prov plan, order is not marked closed when the last task is marked as not required.
Steps to re-create the problem
===========================
1. Create PSR order
2. Assign pre-order prov plan
3. supp cancel the order
4. Mark all the task as not required.
5. Order does not get closed even though there are no tasks open.
