On : 2.3.0.2.0 version, NMS Infrastructure

FLA(Fault Location Analysis) fails to find a solution when a downstream NO Scada Recloser has invalid Quality set

FLA(Fault Location Analysis) events failed to generate a solution when it comes across a NO Scada recloser during tracing which has invalid quality code set on Scada measurements. In such scenario FLA should ignore the NO device with invalid quality and should generate a solution.
