Control Tool Changes Focus When C/T Button Pressed in Viewer

If the Control Tool is closed and C/T button is pressed in the viewer, the system can select a previously operated device when displaying the Control Tool.
The issue can be reproduced at will with the following steps:
1. Load feeder 2414
2. Double click on S2904.
3. Open the switch. Leave the control tool up.
4. Right click on the downstream conductor immediately to the north of the intersection. Select Control Tool
5. Instruct Place Ground.
6. Close the control tool.
7. Viewer status area shows "OH3P-2270297-479395-2270324-480079 (Fdr:Deenergized Sub: Deenergized)"
8. Press the C/T button.
9. F111 is now shown in the Viewer's status area. Control Tool appears for F111.
The selected device ( OH3P-2270297-479395-2270324-480079 ) should not have changed, and the Control Tool should be for the conductor, NOT the fuse.
