'imexpire -f' Should Not Load or Log 'store.expirerule' Files Under Store Partitions (Doc ID 2435743.1)

The command 'imexpire -f' should load the rule file specified by the '-f <config_file>' option only.  It should not load the 'store.expirerule' files under the store partitions.

It should also not repeat the same messages for every folder.  For example, running imexpire with '-r 10' as shown in the example below illustrates how the output repeated the "MAILBOX user/<user>/<folder>: expired 0 messages" message 10 times for every <user>/<folder> on the system.
