$0 Payment Fails with Visa CIT/MIT Patch

Symptoms
On Oracle Communications Billing and Revenue Management (BRM), after installing Patch 27584069 to introduce the transaction framework to support the new Cardholder Initiated Transactions (CIT)/Merchant Initiated Transactions (MIT) operations for Visa card processing with PaymentTech, the following error occurs when making a $0 payment (user has business requirement to initiate $0 payment to trigger allocation of item).
The same operation ends gracefully without this patch in place.
The issue can be reproduced at will by making payment of amount $0 using the PCM_OP_PYMT_COLLECT opcode.
