Complete 'Audit History' data does not appear in the Patient Data Report - what can cause this?

The 'Ancillary Information' section contains 'Audit History' for questions that have been modified and lists a record for each change that has occurred. However the complete 'Audit History' data does not appear in the Patient Data Report (for example all the changes made in year 2018 appear but changes made in year 2017 do not). What can cause this?
