Report Not Getting Generated - Report Generation Final Hyperlink Not Active (Doc ID 2438093.1)

Symptoms

Intermittently entries into CMN_REG_REPORTS have a value of '0' in GENERATE_RPT. This prevents the reports from being generated by the AG Service as well as disables the Final link in the Regulatory Reporting tab, preventing manual generation of the report.
