Customer Is doing upgrade to NMS2.3.0.2.x, When the product_flm.sql script is run  they received the following error in the ces_setup.log

Error converting sql file [product_flm.sql] - Check sql file format.
A sql statement or a block of plsql statements failed at input file line 81
error = ORA-27486: insufficient privileges
ORA-06512: at "SYS.DBMS_ISCHED", line 146
ORA-06512: at "SYS.DBMS_SCHEDULER", line 288
ORA-06512: at line 12
