Value in Percent % Complete is Changing After Saving in Team Member.

DESCRIPTION OF PROBLEM:
Value in Percent % Complete is changing after saving in Team Member.
STEPS TO REPRODUCE:
1. Add a new Project.
In Project Preference, Team Member, Activity Fields, select 'Activity % Complete' only
Team Members are required to status at:, select 'Activity Owner'
2. Add a new Activity A1000.
Activity Type ="task Dependent" , Duration Type = "Fixed duration and Units", % complete =" Duration"
Activity Owner is admin.
By default Planned Duration (PD) is 40.
3. Add a new Resource Assignment.
By Default Planned Unit (PU) is 40, change it to 1.
4. Log in TM as admin, select A1000, mark Started.
Update % Complete to 10 and save, it becomes to 100.
Update % Complete to 20 and save, it becomes to 98.
Update % Complete to 30 and save, it becomes to 98.25.
NOTE: This is unexpected, same thing will not happen in P6 Web.
1. Add a new Activity A1010, change default PD from 40 to 10.
2. Add a Resource Assignment, change default PU from 40 to 10.
3. Log in TM, update % Complete and it does save correctly.
Update % Complete in TM and it does save and value won't change.
