Index Servers Are Bootstrapping Users Very Slowly While "Multiple Documents Found" Warning Exceptions Are Being Logged

Index servers are bootstrapping newly migrated users VERY SLOWLY.
In this case, it is not an upgrade and rebootstrap. It is happening on new backends which have each had 10,000 users migrated to them using rehostuser.
No, we are not using the switch on rehostuser to also migrate the index. The last time we actively thought about this, the decision was made to not do that because the indexes needed to be rebuilt anyway.
Migrations from host1 and host2 to server9 and server10 started on December 20th.
By December 30th, there were almost 9000 users on each server9/server10.
Now, there are now over 10,000 users on each.
This is not due to an IO bottleneck on the index server. The index server is doing practically nothing.
The load average is 3.
The index svc process is using 4.5% of the CPU time.
iostat shows 0 %busy
At the same time, observing thousands of Warnings in iss-indexsvc.log.* of the following:
Due to this issue, after 3 weeks, only about 25% of the users have been bootstrapped.
