Symptoms

Actual Behavior

File Upload Manager show incorrect upload date (current date + 1day) in JST timezone

Expected Behavior

File Upload Manager show correct upload date (current date) in JST timezone


Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Create new Item A
  2.  Upload attachment file:text txt at 07/02/2018 16:27:54 to Item A
     File upload manager show upload date = 07/02/2018
  3.  Close File upload manager
  4.  Open File upload manager again
     File upload manager show upload date = 07/03/2018
