Symptoms

ACTUAL BEHAVIOR
---------------
After upgrading to OPPM R16.1.4.0, when attempting to login, there is no action and the login screen hangs without going to the application.

EXPECTED BEHAVIOR
-----------------------
When the credentials are submitted in to OPPM, the application should be accessed successfully.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access the OPPM application.
