Late Sales Are Not Effecting/Updating the Inventory in SIM

Symptoms
When there is a stock count in process and Late Sale is processed, the inventory is not updated.
Steps To Recreate:
1. Create third party unit Stock Count in SIM.
2. Take Snapshot.
3. Do a sale.
4. Sale comes to SIM, and updates inventory, and the stock_count_sale table.
5. Perform the Third Party count, upload the file in SIM.
6. Authorize the Count
7. Late Sale is created.
8. However Inventory is not updated correctly.
