ACTUAL BEHAVIOR

'Meter Reading' Service Class will not come off Shift templates When attempting to remove 'Meter Reading' off current Shift template an error shows:
generated shift should not exist outside of shift weekly templates effective period.
As a workaround, the POU Team has been pushing the shift dates forward. They need to be removed and placed on a new template.
Steps to reproduce
------------------------------------
1. Main-->Resource Management-->Weekly Shift Template --> Weekly Shift template id --> <ID>
2. Press the Apply button then getting following issue
Error Information
Can't delete Crew Shift (Crew Shift ID <CREW ID>) it is referenced by Task (Task ID <TASK ID>)
3.Open the common template for crew in which it is registered. The status is "Pending Cancel" and latest records not yet processed. Which result in crew cannot be removed from this common template.
4. Also Shift weekly Template status "Pending Cancel". M1-SHWKT batch is not processing for above crewshift from template.
