Error 'Data element <Element Name> is removed from the published version' When Importing a Configuration Package from Stage to Production

Symptoms
Several error messages are being displayed when importing a Configuration Package from the Stage environment to the Production environment. Each of the errors (as noted below) suggest that a Data Element has been removed from the published version. Some of the Data Elements being referenced as missing may never have been in the published version; others referenced as missing are still a part of the published version design.
Data element [Data Element 1] is removed from the published version.
Data element [Data Element 2] is removed from the published version.
(etc.)
The issue can be reproduced at will with the following steps:
- Log into the Unifier Stage environment.
- Go to Company Workspace > Admin Mode > Configuration Packages.
- Create a new configuration package to include the Business Process design that is being moved from Stage to Production.
- Log into the Production environment.
- Go to Company Workspace > Admin Mode > Configuration Packages.
- Import the configuration package created in Step 3 above into the Production environment.
- Import fails with the reported error(s).
- When viewing these Elements in the Usage page, they do not show up in this Business Process.
