Primavera P6 Hangs on Launch and Does Not Load Past the Splash Screen

When logging into Primavera P6, various users experience the following behavior after entering in their P6 Credentials:
The product appears to start correctly, including popups that display data being loaded, but it eventually hangs on the Splash screen.
No errors are displayed to the user. In addition, no logs appear to have any errors or information relating to this event.
This may also happen sporadically to users. The same user may experience this multiple times in a row, or not at all depending on the day.
