OSM Processing Latency with Buildup of Outstanding Messages in the OMS_EVENTS Queue (Doc ID 2441469.1)

Symptoms

The problem

The customer notices latency in the production environment leading to significant degradation of the performance witch leading to delays on real time activities.


The symptom identify leading to and during the issue
---------------------------------------------------------------
- Build-up of outstanding messages in the oms_events queue
- Build-up is localized on one of the two manage server
- During the buildup noticed the presence of 1 process under the osmAutomationWorkManager on the server which had issue and not on the
other one. Furthermore as soon as the process vanish the backlog vanish as well.
