CIPWEBPX Error When Running WFET Batch (Doc ID 2441939.1)

Error is encountered when workflow process event algorithm (event activation/event failure) that
creates to do entry is triggered.

The issue can be reproduced at will with the following steps:
1. Define Workflow Event Activation algorithm type that references CIPWEBPX java converted program
2. Define Workflow Event Activation algorithm
3. Workflow (WF) Event Type - reference Activation Algorithm
4. Workflow (WF) Process Template
5. Create Workflow Process using the template
6. Run Workflow Event Trigger WFET batch process given the WF Process Template
7. Workflow event is in error status
8. Logs shows error on number format exception

The issue has the following business impact:
Due to this issue, users cannot complete WFET batch.
