Error 'Configure Weblogic Domain for P6. Weblogic could not be configured' and 'Connection refused: connect; No available router to destination' When Attempting to Install P6 EPPM and Configure the WebLogic Domain (Doc ID 2442192.1)

When attempting to install P6 EPPM and configure the WebLogic domain, the following error occurs.

Configure Weblogic Domain for P6. Weblogic could not be configured. Check your settings.

The following error also occurs in the EPPM Configuration Wizard config_<date-time stamp>.log file:

OUTPUT>PRM-Starting AdminServer URL t3://localhost:7001
OUTPUT>PRM-Creating security directory for
OUTPUT>PRM-security directory created
OUTPUT>PRM-Creating file for server startup
OUTPUT> created
OUTPUT>PRM-Starting domain...
OUTPUT>PRM-Waiting to connect...
OUTPUT>Connecting to t3://localhost:7001 with userid weblogic ...
OUTPUT>This Exception occurred at <date-time>.
OUTPUT>javax.naming.CommunicationException [Root exception is t3://localhost:7001: Destination unreachable; nested exception is:
OUTPUT> Connection refused: connect; No available router to destination]
OUTPUT>PRM-Failed to connect. Will retry in 20 seconds


The issue can be reproduced at will with the following steps:

  1. Run the P6 EPPM Configuration Wizard.
  2. The configuration fails at step Configure WebLogic Domain.
