Issue while Saving Access Rights for an USER having singlequote in USERNAME IN FORMS DESIGNER (Doc ID 2442976.1)

Symptoms

In Oracle Financial Services Analytical Applications (OFSAA) Infrastructure 8.0.5.1, when attempting to assign access rights in Forms Designer for an user having single quote special character in username fails with the following error shows in the SMSServices.log but from the UI popup shows saved successfully.
