ATP supply is using past due work orders as supply even though not on the ATP Rule.

ATP started using work orders and purchase orders as supply when calculating the scheduled ship date (even if this supply is past due). The ATP rule(s) are set to not use any past due supply, and it's set to not use anything but user supply and on hand when considering supply.

Expect that the work orders will not be considered since they are not part of the ATP Rule.

The issue can be reproduced at will with the following steps:
1. Schedule orders as part of an ship set
2. Observe that the orders are considering past due wip job.
